Encouraging people to sign-up or click ads or referrals goes against Google's policy 5 on their terms page at:

I really don't think you are interpreting that correctly at all.

The text in the referral ads themselves encourage people to click on them. All I did was restate it differently.

Further, I get nothing if you someone clicks on these. I only get paid when people download the browser/toolbar or sign up for adsense (and make cash).

Google isn't dumb enough to charge themselves for clicks.

Now, if I was telling people to click on adsense ads, your interpretation would be correct. But, I am not doing that. And, these referral buttons are a different story.

You could be right... I'm no lawyer. I think they (Google) may have changed the wording of the terms recently, as it now reads "... clicks on any Ad, Link, Search Result, or Referral Button". Better safe than sorry. Call me overly cautious, or whatever you might :)
